This page is dedicated to I.P.A. members who have passed away.  Members from our region and guests submitted by region members. Because they are gone does not mean that their kindness to fellow IPA Members should be forgotten. Their acts of kindness and assistance to fellow members of the I.P.A. is what makes them special.

Tom was born in Indianapolis, Indiana on November 21, 1939, the only child of Maurice Lindley Connell and Mildred Ann Wysong. He graduated from Coral Gables High School, in Florida in 1955, later in life earning an Associates of Criminal Justice, from Mount Wachusett Community College, and a Bachelors of Science, from Springfield University. He was a member of the Alpha Phi Omega Fraternity. Tom was a Police Officer first serving in Westminster, and Ashburnham starting in1973. He graduated from the Massachusetts State Police Academy, in 1978 and retired from Templeton Police Department in 1991.

Tom was active with the Boy Scouts, as a youth starting in 1949 and serving as multiple roles as an adult including Cubmaster, Scoutmaster, and Committee Chair for units in Westminster, from 1973 through 2013. Tom was a living historian, provost, and member of the Civil War 15th MA VOL INF, a civil war reenacting society. Tom was an avid collector, of police insignia from around the world and an avid model train enthusiast. He also served with Project Harmony, acting as an instructor in former soviet republics, where he taught community policing. Tom was a member of the International Police Association (I.P.A.), and an associate member of the International Association of Chiefs of Police.

Tom was a long time member of the I.P.A. in Region 12, New England.
